Under HAM, the authority pays 40% of project cost during construction and the balance as annuities over the concession period — reducing the developer's traffic and toll-collection risk, but requiring stronger construction and financing capability. TOT, by contrast, is used to monetise already-operating highway stretches: investors pay an upfront concession fee for the right to collect toll revenue for a fixed period, taking on real traffic-risk exposure in exchange for immediate cash-generating assets. For lenders and PE funds, TOT often screens better on yield predictability once traffic patterns are established; for developers with strong execution capability, HAM offers a faster route to build a portfolio without absorbing full toll risk. The right choice — or right mix — comes down to your organisation's appetite for construction risk versus traffic risk, and how each fits your broader capital allocation strategy.

1) Deferred maintenance masked by recent resurfacing — a fresh top layer can hide structural pavement distress underneath. 2) Optimistic traffic growth assumptions carried over from the original feasibility study without revalidation against actual toll collection trends. 3) Unresolved Change of Scope claims sitting with the authority — these can materially alter the economics post-acquisition. 4) Bridge and structure inspection gaps — especially on older BOT assets where periodic structural audits may have lapsed. 5) Ambiguous handback conditions in the concession agreement, which can create large unbudgeted liabilities at the end of the concession period. A thorough technical review goes beyond the DPR and physically verifies these against current site conditions.

A coordinator tracks what's happening; a PMO decides what should happen next. The distinction matters most across multi-project highway portfolios, where individual project managers optimise locally and lose sight of portfolio-level risk. A properly resourced PMO standardises reporting formats across projects (so issues are comparable, not just visible), owns escalation protocols so decisions don't stall waiting for the right person to notice a problem, and maintains a live risk register that's reviewed on a fixed cadence rather than only when something has already gone wrong. For lenders and authorities overseeing multiple concessionaires, this structure is often the difference between catching a Change of Scope dispute early and inheriting a stalled project eighteen months later.
